Fishing at Lower Otay Reservoir was slightly slower this week but it seemed like almost any bait worked. With the start of the Fall fishing season, top water fishing seems to be picking up in the afternoon. Shiners or nightcrawlers appear to be the ticket this week for "old school" fishermen.
